The new Electrical Safety Regulations 2010 came into effect April 1st 2010. These new regulations replace the Electricity Regulations 1997.

The ESR 2010 cites various Standards as means of compliance with the regulations.  Users of ESR 2010 will need to follow the cited Standards correctly, as using the cited Standards will be the only way to meet the regulations.

AS/NZS3000:2007 Electrical Installations (known as the Australia/New Zealand Wiring Rules) is one of the cited Standards in the new regulations.  Section 8 of this Standard prescribes the mandatory tests for electrical installations to comply with the regulations.  In particular clause ‘8.3 Testing' lists the mandatory tests required and broad testing procedures.  It also lists other Standards that set out common testing methods and procedures.

In addition to the required visual inspection the mandatory test requirements for electrical installations are:

  • Continuity of the earthing system (earth resistance of the main earthing conductor, protective earthing conductors and bonding conductors).
  • Insulation resistance.
  • Polarity
  • Correct circuit connections
  • Verification of impedance required for automatic disconnection of supply (earth fault-loop impedance)
  • Operation of RCDs
